Specialization in credit risk assessmets across a borad spectrum of the municipal market sectors including tax-backed, transportation and utility systems, as well as housing, lease appropriation, and project finance.
Data Base Construction
Developed database systems that strengthened New York State's ability to monitor finances of 1,600 local entities.
Served on special committees, including the National Bureau of Standards to implement metric system conversion in New York State and assess the impact of the expansiom of the U.S,. Army's Ft. Drum Military Reservation, NY.
Program and Policy Analysis
Conducted management and program reviews, including enhancing the capability of the New York State Departmenr of Enviromental Protection program to improve statewide wastewater treatment plant performance and strenghten the Department of Banking oversight of State-chartered banks.

Stewart Simon, Principal Consultant and founder of Beacon Lights Research & Advisory, LLC, is a highly experienced and well-regarded financial services industry professional focused on Municipal Advisory Services; Public Sector Project Finance; State and Local Government Debt and Budget Management; and Public Policy Research.
His career spans over 30 years, during which time he has served in a variety of senior-level capacities.
He served as Managing Director at FGIC, holding posts as a Senior Public Finance Team Leader and Underwriter, and Chief Credit Risk Officer of the firm’s $4.0 billion municipal bond investment portfolio.
He was a Director of Private Wealth Management and Municipal Research at UBS, where he served as the primary credit officer dedicated to private ultra-high-wealth management advisors handling client portfolios in the aggregate of over $1.0 billion and a contributor to municipal credit research publications.
Previously, he was a Public Finance Vice President and Senior Credit Analyst at Fitch Ratings; Chief Financial Officer at New York City's Department of Housing Preservation and Development with $2.0 billion annual operating and capital budgets; and Senior Budget Examiner at the New York State Budget Division.
He is a 'Municipal Advisor', holding FINRA Series 50 registration with the MSRB and SEC. He also has held Series 7 and 63 licenses and has taught government accounting and public finance at the university level.
He earned Doctoral and Masters degrees in Public Administration with concentrations in Finance, Public Policy, and Management from the State University of New York at Albany. He holds a BS in Political Science from the State University College at New Paltz.
